The function does the truth table represent a 4x2 priority encoder. The priority encoder is a circuit whose input signal is equal to 2N and output signal is N. i.e. if input signal is 8 then the input signal is 3.

In this priority encoder the highest priority input signals are to the right and irrelevant are indicated by 'X'. The output V indicates if the input is valid.
