The Urban 20 (U20) Mayoral Summit was inaugurated on 7th July by Shri Bhupendrabhai Patel, Hon’ble Chief Minister of Gujarat, and Shri Kaushal Kishore, Hon’ble Minister of State for Housing and Urban Affairs. Speaking of the State’s rich history of urbanization dating back to the Indus Valley Civilization, Shri Patel highlighted forward-looking urban initiatives being implemented in the State. Shri Kaushal Kishore shared the key highlights of some of the policies and programmes initiated by the Government of India to promote green development, including the LIFE mission, promotion of renewable energy, policies on e-mobility and missions like Housing for All, Swachh Bharat Mission etc.
Leading executives from the global convenors of U20, UCLG and C40 Cities also addressed the Summit. Ms. Emilia Saiz Carrancedo, Secretary General- UCLG said that U20 deliberations are giving hope to cities, national governments and G20. “U20 is not only a summit, it is a process that leads to transformation”, she said. Dr. Kevin Austin, Deputy Executive Director, C40 Cities, complemented the actions taken by Indian cities for climate and clean air and stressed that the climate crisis cannot be solved without cities proactive participation.
The Ahmedabad Climate Action Plan was also launched during the first day of the Mayoral Summit. It has been developed in association with ICLEI, the Swiss Agency for Development and Ahmedabad Municipal Corporation. The Plan is aimed at achieving net-zero emissions by 2070 and addresses challenges such as rising urban heat, flooding, and natural resource scarcity.

Ministry of Education releases report on Performance Grading Index 2.0
The Indian Education System is one of the largest in the world with about 14.9 lakh schools, 95 lakh teachers, and nearly 26.5 crore students from varied socio-economic backgrounds. Department of School Education & Literacy, Ministry of Education, devised Performance Grading Index (PGI) for States and UTs which assesses the performance of school education system at the State/UT level by creating an index for comprehensive analysis. The PGI – States/UTs was first released for the year 2017-18 and so far, has been released up to the year 2020-21.

China has launched its computer operating system, named OpenKylin
China released the country’s first open-source desktop operating system (OS), OpenKylin 1.0, with the goal of developing an independent software system and reducing dependency on US technology.

- China recently released OpenKylin 1.0, its first open-source desktop operating system (OS), in order to lessen its reliance on US technology and establish China’s autonomous software system.
- The release of OperKylin, an open-source desktop system, represented the country’s most recent move to produce indigenous software that decreases reliance on Western technologies.
- The OpenKylin system has been developed with the contribution from various companies and organizations.

About the OpenKyline:
- OpenKyline 1.0 is an open-source desktop programme created by a consortium of Chinese enterprises led by China Electronic Corp.
- OpenKylin 1.0 is a Linux operating system created by a community of about 4,000 developers.
- OpenKylin users have access to the software’s line of code and can easily modify them as they wish, unlike Microsoft and Apple which keeps the working of windows and MacOS secret.
- The launch of the OpenKylin is considered to be the latest effort in the development of homgrown software. Homegrown software is regarded as critical to serving as a foundation for driving the construction of new infrastructure and accelerating the development of the digital economy.

The United Kingdom (UK) will hold the first meeting on the possible hazards of Artificial Intelligence (AI) to international peace and security at the United Nations Security Council.

The Security Council of U.N. will hold the first-ever meeting on the potential threats of Artificial Intelligence (AI) to international peace and security, organised by the UK, which sees tremendous potential but also major risks about the use of Artificial Intelligence (AI).
The meeting will be held on July 18 as the centrepiece of council’s presidency, announced by the UK Ambassador Barbara Woodward.
Rishi Sunak, according to Woodward, has been advocating for a leadership role in global attempts to govern AI tools since becoming Prime Minister. He had announced that Britain will host the first global summit on AI as Uk is the natural place to lead the conversation on AI.
International AI experts and Secretary-General Antonio Guterres will offer a briefing on the AI, which was described as “deafening” and “loud” by its developers last month.
The UN Chief Guterres revealed his plan to appoint a scientific advisory board with exertise in the AI sector. He also said that he would react favourably on the creating of new UN agency on AI with some regulatory powers, similar to the International Atomic Energy Agency.
The statement given by the UN Chief for these scientists and experts is “These Scientists and Experts have called on the world to act, declaring AI an existential threat to humanity on a par with the risk of nuclear war.”
Woodward points out that UK wants follow a multilateral approach to manage both the huge opportunities and the risk affiliated with the artificial intelligence.
Some of the benefits stressed by Woodward:
- AI has the potential to help the UN Development programs.
- Improve humanitarian aid operation.
- AI will assist in peacekeeping operations.
- AI will support conflict prevention.
- AI has the potential to close the gap between the developed and developing countries.
Despite these benefits the risk side of AI raised serious security question that must be addressed.

Ms. Prabhakar, Vice-Chancellor of Sri Konda Laxman Telangana State Horticultural University, has been appointed as the Chairperson of the Research Advisory Committee (RAC) for ICAR-Indian Institute of Oil Palm Research (IIOPR) at Pedavegi, Andhra Pradesh.
The appointment of Ms. Prabhakar as RAC Chairperson is deemed to be effective from June 13. Ms. Prabhakar will head the ten-member committee in this position for three years.
In addition, Ms. Prabhakar has also served as a member of the Telangana Oil Palm Advisory Committee, which advises the state government on various issues for the cultivation and promotion of oil palm.
