The NTA invited applications through its official website, yet.nta.an.in from July 11th, 2023 to August 10th, 2023. The government has planned to offer 15,000 scholarships ranging from Rs.75,000 to Rs.1,25,000 per year to class 9-12 meritorious students through the PM YASASVI Scholarship test.

PM YASASVI Scheme

Ministry of Social Justice and Empowerment offer scholarships to meritorious students under the PM YASAVI Scheme.  The scholarship is restricted to OBC, Nomadic and Semi-Nomadic tribes, DNT. Beijing, China’s capital, endured a historic deluge, with 744.8 millimetres of rain falling over the period of five days. The remnants of Typhoon Doksuri triggered this torrential downpour, the heaviest in 140 years, submerging streets and stranding residents. The disaster has resulted in tragic fatalities, with at least 21 people losing their lives and 26 others still reported missing. Beijing and the surrounding province of Hebei faced severe flooding, causing extensive damage to infrastructure and posing a significant challenge to rescue operations.

Unprecedented Rainfall in Beijing:

The Beijing Meteorological Bureau reported that the city received 744.8 millimeters of rain between Saturday and Wednesday morning. This exceeds all previous historical records dating back to at least 1883, highlighting the severity of the meteorological event. The city’s usually dry summers were disrupted by the unanticipated onslaught of rainfall, causing devastation in its wake.

Fatalities and Missing Persons:

As a consequence of the rain-related incidents, 21 people have lost their lives, and 26 others remain unaccounted for. Tragedy struck during a rescue operation, where a brave rescuer, Wang Hong-chun, lost her life when the rubber boat she was in flipped over in a treacherous, fast-flowing river. The situation remains critical, as rescue teams continue their search for missing individuals.

Hebei Province Suffers Severe Flooding:

The neighboring province of Hebei also experienced extreme flooding due to the relentless rainfall. Water levels climbed significantly, causing road damage, power outages, and a disruption in drinking water delivery. The province’s small city, Zhuozhou, suffered the brunt of the disaster, forcing approximately 850,000 people to relocate to safer places.

Record-Breaking Nature of the Rainfall:

The previous record for rainfall in Beijing dates back to 1891 when the city received 609 millimeters of rain. However, this recent deluge surpassed that historic record, setting a new precedent in the city’s weather history. The magnitude of the rainfall indicates the severity of climate events in recent times.

Typhoon Doksuri and Typhoon Khanun:

The rainfall resulted from the remnants of Typhoon Doksuri, which has now been downgraded to a tropical storm. Despite this, Typhoon Khanun poses an additional threat, with predictions of its path heading toward China later in the week. With surface winds of up to 180 kph, the storm may also impact Taiwan before making landfall in China, necessitating evacuation measures and disaster preparedness.

Emergency Relief Efforts:

In response to the disaster, the central government has allocated 44 million yuan ($6.1 million) for disaster relief in the affected provinces. Thousands of people have been evacuated to shelters in schools and public buildings in suburban Beijing and nearby cities to ensure their safety and well-being.

There are 13 lakh 69 thousand families in Patna in which 9 lakh 35 thousand people have been surveyed and the survey of the remaining families will be done within a week.

Background of the Caste Based Survey in Bihar

The court had stayed the caste survey on 4th May through an interim order, saying that the state government was not competent to conduct the survey. On Tuesday, the Patna High Court upheld the previous order to carry on the survey across Bihar and dismissed several petition challenging the state government’s decision. Bihar Government gets the green signal to carry on the survey.

Phases of Caste Survey

The survey was supposed to take place in two phases which was scheduled to end in May. The first round was completed in January this year in which the household counting exercise took place.

The second round began on April 15th and was expected to end in May. During this cycle, the state was gathering information about people’s castes and socioeconomic situations.

Challenges

Critics argue that conducting a caste-based survey reinforces the notion that caste is the primary determinant of one’s identity. By categorizing individuals based on their caste, there is a risk of perpetuating caste divisions. Instead of emphasizing common shared identities, caste based survey may enhance caste- based differences, leading to further polarization in the society.

The Odisha Government on 2nd August expanded the Social Security Scheme to cover 50 more categories of workers under the purview of Odisha Unorganised Worker’s Social Security Board (OUWSSB).

Categories of Unorganised workers under OUWSSB

At present, only 10 categories of workers are covered under OUWSSB. In the first phase, the board will register street vendors, small traders, domestic workers, rickshaw pullers, auto drivers, cobblers, agricultural workers, forest workers, newspaper hawkers, and sanitation workers, followed by tailors, saloon workers, labourers, railway potters, restaurant workers, vegetable vendors, band-party members, plantation workers, photographer and videographer, assistants in grocery shops, delivery boy and girls, and meat sellers.

Benefits provided to the workers

If any registered worker losses his or her life at the workplace then their family members would be entitled with the financial assistance from the government.

Odisha Government has also increased the assistance amount provided to the unorganised workers. The state government increased the amount for the families of deceased worker from Rs.2 lakh to Rs.4 lakh. Similarly, for natural deaths, the assistance amount has been enhanced from Rs.1 lakh to Rs.2 lakh.
