ADB reforms to free $100 billion over a decade
The Asian Development Bank approved capital management reforms that unlock $100 billion in new funding capacity over the next decade to address the region’s overlapping, crises.
The expansion of available funds will be further leveraged through mobilizing private and domestic capital to move from the billions to trillions to tackle the climate crisis.
They expand the bank’s annual new commitments capacity to more than $36 billion an increase of approx $10 billion.
Mathematician Ruixiang Zhang to receive 2023 Sastra Ramanujan Prize
Ruixiang Zhang, Assistant Professor, University of California, Berkeley, USA awarded with the 2023 SASTRA Ramanujan Prize for his outstanding contributions to mathematics.
The annual cash prize of USD 10,000 will be given at an international conference in Number Theory on December 20 and December 22 at SASTRA University in Kumbakonam
He has made contributions to the Generalization of Vinogradov’s Mean Value Theorem and Breakthroughs in Restriction Theory
India’s GST Revenue Growth Slows to 10.2% in September
In September 2023, India’s Gross Goods and Services Tax (GST) revenues witnessed a significant slowdown, growing at the slowest pace in 27 months. The growth rate dropped to 10.2% from the previous months’ approximately 10.8%. This decline, although notable, was coupled with some intriguing state-wise variations in GST collections.
Key Points:
1. National GST Revenues:
- Despite the slowdown, GST collections improved by 2.3% over August, reaching ₹1,62,712 crore.
- Revenues from domestic transactions, including services imports, were 14% higher compared to September 2022.
- This marked the fourth instance in the fiscal year 2023-24 when GST revenue crossed the ₹1.60 lakh crore mark.
2. State-wise Variations:
- Revenues in strife-torn Manipur recorded the highest growth among states, surging by 47%.
- Other states with notable growth included Telangana (33%), Jammu and Kashmir (32%), and Arunachal Pradesh (27%).
- However, Bihar was the only state to report a contraction, with GST collections down by 5%.
- Union Territories of Lakshadweep and Andaman and Nicobar Islands experienced significant declines of 45% and 30%, respectively. Conversely, Ladakh saw an 81% increase in revenues.
3. GST Components:
- Components of GST included Central GST (CGST) collections of ₹29,818 crore, State GST (SGST) of ₹37,657 crore, and Integrated GST (IGST) of ₹83,623 crore.
- GST compensation cess inflows were ₹11,613 crore, which included ₹881 crore collected on the import of goods.
- Pending dues from businesses, especially since the initiation of GST in 2017-18, might have contributed to the rise in September’s revenues.
4. Historical Context:
- The last time GST revenues grew at a slower pace was in June 2021, during the second wave of the COVID-19 pandemic, when collections rose by a mere 2%
Asian Games 2023, Annu Rani wins gold in women’s javelin throw
India’s Annu Rani won the gold medal in the women’s javelin throw with a 69.92m throw at the Asian Games 2023 in Hangzhou. She became the first Indian woman to win a javelin gold in Asian Games history. Sri Lanka’s Nadeesha Dilhan Lekamge Hatarabage, with 61.57 metres throw, and China’s Huihui Lyu, with 61.29 metres throw, won silver and bronze, respectively.
Rani started with a 56.99m throw in her first attempt and followed it with a 60+ in the next one. Her 61.28m throw in the second attempt put her in the medal contention but her 62.92m throw in the fourth attempt turned out to be sufficient for a gold. Rani’s first-place finish secured India its 15th gold.

Tripura becomes fourth state to introduce e-cabinet system
Tripura CM Manik Saha launched an e-cabinet system at Agartala to promote digital infrastructure development and digitization of government services and information.
Tripura has thus become the fourth state—and second in the Northeast—after Uttarakhand, UP, and Arunachal Pradesh, to have introduced an e-cabinet system.
All future cabinet meetings in the state will be paperless, reducing the carbon footprint and environmental degradation in the process
Indian Air Force Set to Induct Astra BVR Air-to-Air Missile
