International Prize in Statistics 2023: Calyampudi Radhakrishna Rao, an Indian-American statistician, has been awarded the 2023 International Prize in Statistics, which is considered the statistical equivalent of the Nobel Prize. The prize, established in 2016, is presented once every two years to an individual or team that has made significant contributions to science, technology, and human welfare through the use of statistics. A collaboration of five major international statistics organisations bestows the award, which recognises significant achievements by an individual or team. Rao will be honored with the prize, which carries an $80,000 cash award, at the International Statistical Institute World Statistics Congress in Ottawa, Canada, in July.

What was Rao’s 1945 paper about?

Rao’s groundbreaking paper, ‘Information and accuracy attainable in the estimation of statistical parameters’, was published in 1945 in the Bulletin of the Calcutta Mathematical Society, a journal that is otherwise not well known to the statistics community. The paper was later published as part of the book Breakthroughs in Statistics, 1890-1990. This was a remarkable accomplishment considering Rao was only 25 at the time and had just finished his master’s degree in statistics two years before.

About the C.R. Rao

Calyampudi Radhakrishna Rao, born in Karnataka in 1920, is an Emeritus Eberly professor in the statistics department at Pennsylvania State University. He played a significant role in establishing the Indian Statistical Institute in Kolkata and has been associated with the institute since 1941. Rao holds PhD and ScD degrees from Cambridge University.

Rao received the Padma Bhushan in 1968 and the Padma Vibhushan in 2001, as well as the SS Bhatnagar Prize in 1963 and was elected a fellow of the Royal Society in 1967.  He also received the Wilks Medal of the American Statistical Association in 1979 and the US National Medal of Science in 2002.

Throughout his career, Rao has held various positions such as Jawaharlal Nehru professor and national professor in India, university professor at the University of Pittsburgh, and Eberly professor and chair of statistics and director of the Center for Multivariate Analysis at the Pennsylvania State University.

MUDRA Loan scheme towards financial inclusion sanctioned 41 crore loans in eight years

Pradhan Mantri MUDRA Yojana (PMMY): In the last eight years, the Pradhan Mantri MUDRA Yojana (PMMY) has sanctioned 41 crore loans totaling 23.2-lakh crore, according to the Ministry of Finance. The scheme has been a huge success in terms of promoting entrepreneurship, with 68% of accounts under the scheme belonging to female entrepreneurs and 51% belonging to entrepreneurs from the SC/ST and OBC categories. This data highlights that the availability of easy credit to budding entrepreneurs has led to innovation and a sustained increase in per capita income. The PMMY scheme aims to provide small entrepreneurs with loans of up to ten lakh rupees to help them start or expand their businesses. The announcement demonstrates the government’s initiative to promote financial inclusion and entrepreneurship in India’s success.

Key points of the Pradhan Mantri MUDRA Yojana (PMMY)

  • The Government of India launched the Pradhan Mantri MUDRA Yojana (PMMY) on April 8, 2015, with the goal of providing collateral-free microcredit up to Rs 10 lakh to non-corporate, non-farm small and micro-enterprises. The scheme is a part of the Micro Units Development and Refinance Agency (MUDRA) initiative, which was launched to support small and micro enterprises across the country.
  • The loans are provided by various financial intermediaries such as banks, non-banking financial companies (NBFCs), and microfinance institutions (MFIs). Although 41 crore loans have been sanctioned under the PMMY scheme, there may be a slight lag between the sanctioning and disbursement of loans due to processing of various documents. Nonetheless, the scheme has proven to be a successful initiative in promoting entrepreneurship and financial inclusion among women and underprivileged categories.
  • The Pradhan Mantri MUDRA Yojana (PMMY) is intended to fulfil “Funding the Unfunded,” one of the three pillars of financial inclusion. The other two pillars are “Banking the Unbanked” and “Securing the Unsecured”. The loans under PMMY are categorized into three types based on the borrower’s need for finance and the stage of the business’s maturity. These categories are Shishu (loans up to ₹50,000), Kishore (loans above ₹50,000 and up to ₹5 lakh), and Tarun (loans above ₹5 lakh and up to ₹10 lakh).
  • The loans under PMMY are provided for both term loan and working capital components of financing for income-generating activities in manufacturing, trading, and service sectors, including activities related to agriculture such as poultry, dairy, and beekeeping. The lending institutions determine the interest rates as per the guidelines of the Reserve Bank of India (RBI). In the case of a working capital facility, interest is charged only on the amount held overnight by the borrower.

About Vande Bharat Express Train

The first Vande Bharat Express was launched by Prime Minister Narendra Modi on 15 February 2019. These trains have a self-propelled engine which can save diesel and reduce electricity usage by up to 30%. The first Vande Bharat Express was manufactured by Integral Coach Factory (ICF), Chennai. It was manufactured under the ‘Make in India’ programme, at a cost of about Rs 100 crore. These trains can achieve a maximum speed of 160 kmph. In the Union Budget for 2022-2023 the government has proposed the development and manufacture of 400 new Vande Bharat trains in the next three years.
