Why government wants to keep BSNL alive

The Union Cabinet has approved the third BSNL revival package, totaling Rs. 89,047 crore. The authorised capital of BSNL will be increased from Rs. 1,50,000 crore to Rs. 2,10,000 crore as part of this revival package. BSNL connects the most remote parts of India and powers many government-run facilities. If private companies flounder, BSNL is the only alternative for the government. Also BSNL plays a vital role in advancing the government’s rural broadband agenda. Centre approves 3rd revival package for BSNL worth Rs 89,047 crores.

Aim

The goal of this revival package is to assist BSNL emerge as a solid telecom service provider focused on delivering connection to India’s most distant areas. The package will be utilised for enhancing BSNL’s 4G and 5G services.

Previous revival package

  • Government had approved the first revival package for BSNL/MTNL in 2019 which amounted to Rs. 69,000 Crore and brought stability in BSNL/MTNL.
  • Bharat Sanchar Nigam Limited entirely owns Mahanagar Telephone Nigam Limited (MTNL).
  • In 2022, Government approved second revival package for BSNL/MTNL amounting to Rupees 1.64 Lakh Crore. It provided financial support for capex(capital expenditure), viability gap funding for rural landlines, financial support for de-stressing the balance sheet, merger of BBNL(Bharat Broadband Network Limited) with BSNL, etc.
  • As a result of these two packages, BSNL has started earning operating profits since FY 2021-22. Total debt of BSNL has reduced from Rs. 32,944 Crore to Rs. 22,289 Crore.

5 new countries elected as non-permanent members of the UNSC

Five countries have been elected as non-permanent members of the UN Security Council following a vote in the General Assembly. Algeria, Guyana, the Republic of Korea, Sierra Leone, and Slovenia will join the top council for sustaining international peace and security in January and serve for two years. They were among six countries vying for five non-permanent seats around the Council’s horseshoe-shaped table that will become vacant at the end of the year.

The five newly elected countries will join Ecuador, Japan, Malta, Mozambique and Switzerland as non-permanent members of the Council. When the two-year terms of Albania, Brazil, Gabon, Ghana, and the United Arab Emirates expire on December 31, they will assume their places.

How UN Security Council Works?

  • The Security Council is composed of 15 countries, five of which – China, France, Russia, the United Kingdom and the United States – are permanent members, granting them the right to veto any resolution or decision.
  • The General Assembly, which includes all 193 UN Member States, elects the ten non-permanent members in accordance with geographical distribution by area.
  • Voting is conducted by secret ballot and candidates must receive a two-thirds majority, or 128 votes, even if they run uncontested.
  • Overall, 192 countries voted to fill three Council seats allocated to the Africa and Asia-Pacific Groups, and one each for Eastern Europe and Latin America and the Caribbean.
  • Slovenia beat Belarus in the race for Eastern Europe, receiving 153 votes versus 38, while Algeria, Guyana, Sierra Leone and the Republic of Korea ran unopposed.

Union Minister of Steel and Civil Aviation, Sh. Jyotiraditya M. Scindia has stated that India has moved from 4th largest producer of crude steel to the second largest producer of crude steel from 2014-15 to 2022-23 standing just behind China which is the largest exporter of crude steel in the world. Crude steel output in India has increased by 42% from 88.98 MT (Metric tonne) in 2014-15 to 126.26 MT in 2022-23.

  • India stands as a net exporter of steel witnessing an export of 6.72 MT of finished steel against the import of 6.02 MT in the year 2022-23.
  • Total completed steel production in fiscal year 2022-23 alone was 122.28 MT, a 49% increase from 81.86 MT in fiscal year 2014-15.
  • In the past 9 years (2014-15 to 2022-23), Steel CPSEs viz. SAIL, NMDC, MOIL, KIOCL, MSTC, and MECON, used ₹90,273.88 crores of their own resources for CAPEX(Capital expenditure) and paid a dividend to the Government of India to the tune of ₹21,204.18 crores.

Future Policies

The National Steel Policy formulated by the Government of India in 2017 to promote the growth and development of the steel industry in the country has set the targets of achieving the total crude steel capacity of 300 MTPA(Million Tonnes Per Annum) and total crude steel demand/production of 255 MTPA by 2030-31. It is also planned to increase SAIL’s operational capacity of crude steel production from 19.51 MTPA to roughly 35.65 MTPA by 2030-31.

Under the PLI(Productive linked Incentive) scheme, the Government has approved Rs. 6322 crores to give a new impetus to the Steel sector. Shri Scindia said that the PLI scheme is expected to generate an investment of about Rs. 30,000 Crores and additional capacity creation of about 25 Million Tonnes of specialty steel in the next 5 years.
