The recommendations from the Changing Education Summit are in line with the 2023 International Mother Language Day theme, “Multilingual education – a necessity to transform education”, where an emphasis was also placed on Indigenous people’s education and languages.

Significance of International Mother Language Day

International Mother Language Day recognizes that languages and multilingualism can advance inclusion, and the Sustainable Development Goals’ focus on leaving no one behind. Multilingual education based on mother tongue or first language is encouraged and promoted by UNESCO. It is a type of education that begins in the language that the learner masters most and then gradually introduces other languages. This approach enables learners whose mother tongue is different from the language of instruction to bridge the gap between home and school, to discover the school environment in a familiar language, and thus, learn better.

History of International Mother Language Day

The United Nations Educational, Scientific, and Cultural Organization (UNESCO) General Assembly established International Mother Language Day in November 1999. The idea to celebrate International Mother Language Day was the initiative of Bangladesh. The UN General Assembly welcomed the proclamation of the day in its resolution of 2002.

On 16 May 2007 the United Nations General Assembly in its resolution A/RES/61/266 called upon Member States “to promote the preservation and protection of all languages used by peoples of the world”. By the same resolution, the General Assembly proclaimed 2008 as the International Year of Languages, to promote unity in diversity and international understanding, through multilingualism and multiculturalism and named the United Nations Educational, Scientific and Cultural Organization to serve as the lead agency for the Year.

Former IAS BVR Subrahmanyam appointed new NITI Aayog CEO

Chief Executive Officer of Niti Aayog: BVR Subrahmanyam, a former IAS officer, has been selected to lead Niti Aayog as its next CEO. The former Commerce Secretary takes over from Parameswaran lyer, who has been named as the Executive Director of World Bank. When Parameswaran Iyer joins the World Bank as an executive director in Washington, DC, Subrahmanyam will succeed him as CEO.  Subrahmanyam’s appointment as NITI Aayog CEO was announced by the Appointments Committee of the Cabinet. Mr. Subrahmanyam’s appointment is for two years from the date of assumption of the charge of the post.

About the BVR Subrahmanyam

  • In September 2022, Subrahmanyam, an IAS from the Chhattisgarh cadre class of 1987, left his position as secretary of commerce. During his year-long stint at the department of commerce, Subrahmanyam played a key role in strategising the road map to a record $422 billion merchandise exports, as the economy struggled to get out of the post-Covid slump last year.
  • He also steered at least half a dozen free trade agreement (FTA) negotiations. During his tenure in the commerce department, India signed two trade deals — with the United Arab Emirates, and Australia. Subrahmanyam, who is regarded as an authority on internal security, formerly served as Jammu and Kashmir’s chief secretary.

What is NITI Aayog?

NITI Aayog is developing itself as a state-of-the-art resource centre with the necessary knowledge and skills that will enable it to act with speed, promote research and innovation, provide strategic policy vision for the government, and deal with contingent issues. The Planning Commission has been replaced by a new organisation called NITI Aayog (National Institution for Transforming India).  A cabinet Resolution issued gave details of the new institutions.

On the occasion, he informed that the park is being developed keeping in mind the vision of Prime Minister Narendra Modi to build an inclusive society. Instead of sympathy, this park will show empathy, hence this park has been named Anubhuti Divyang Park.

Union Minister Nitin Gadkari noted that through the unique Divyang Park, the message of inclusion will reach not only the country but also in the whole world. The Minister noted that the park will have adapted facilities for all 21 types of disabilities, it will have facilities like a touch and-smell garden, hydrotherapy unit, water therapy, and independent room for mentally challenged children, and mothers. He informed that Nagpur city is one of the fastest-growing cities in the country. In 2016, the central government passed the Rights of Persons with Disabilities Act for the rights of persons with disabilities.

Ground improvement in other areas IDCTs, 400kV Switchyard, Emergency makeup water pond and station roads are in progress. The contractors for IDCT package and Turbine Island Package have mobilized site.
