Director General Level Border Coordination Conference

The 53rd Director General level Border Coordination Conference between Border Security Force and Border Guard Bangladesh (BGB) is being held in New Delhi from June 11 to June 14.

An overview of the news

During the conference, BSF delegation from India led by Director General BSF Dr. Sujoy Lal Thousenwill meet the BGB delegation headed by Major General AKM Najmul Hasan.

The conference is being organized to discuss border related issues and for better coordination between the two border guarding forces.

During the conference, joint curbing of various cross-border crimes and timely exchange ofinformation between the two border guarding forces will be discussed.

In addition, discussions will be held on developmental and infrastructural works, joint efforts for effective implementation of the Coordinated Border Management Plan and confidence building measures. The last BSF-BGB Border Coordination Conference was held in Dhaka last year.

Gauhati Hc Quashed Nagaland Govt’s Notification Banning Dog Meat’s Sale

The Kohima bench of the Gauhati High Courtrecently quashed the 2020 order of the Nagaland government that banned the sale and trade of dog meat in markets and restaurants.

An overview of the news

The High Court has observed in its order that the State or its executive officers cannot interfere with the rights of others unless they refer to a specific rule of law, which authorizes them to do so.

The High Court observed that dog meat appears to be an accepted food among the Nagas even in modern times. Justice Marly Wankung gave this decision after hearing the petition of three persons.

This petition was filed under Article 226 of the Constitution for issuance of appropriate writ for violation of fundamental rights of the petitioners and principles of natural justice.

The Nagaland government had banned the sale, trade and import of dog meat on July 4, 2020, after photographs of disabled dogs tied in sacks were circulated on social media.

Nagaland State 

Nagaland was formally recognized as a separate state on December 1, 1963, with Kohima declared as its capital. It is bounded by Arunachal Pradesh in the northeast, Manipur in the south and Assam in the west and northwest and Myanmar (Burma) in the east.

Mithun (Gyal) is the state animal of Nagaland and Arunachal Pradesh. Blyth’s Tragopan is the state bird of Nagaland. The Konyaks are the largest tribe, followed by the Aos, Tangkhul, Semas and Angami. Other tribes include the Lotha, Sangtam, Phom, Chang, Khim Hungama, Yimchungar, Zeliang, Chakhesang (chokri) and Rengma.

The foundation stone for the modernization and upgradation works of the Cochin Fishing Harbour was laid at Willingdon Island in Kochi on 11 June.

Union Minister for Fisheries, Animal Husbandry, and Dairying,Parshottam Rupala, and Union Minister of Ports, Shipping, and Waterways, Sarbananda Sonowal, jointly laid the foundation stone for the project.

The modernization project is expected to be completed next year, enhancing the infrastructure and capabilities of the Cochin Fishing Harbour.

The project aims to modernize and upgrade the Cochin Fishing Harbour at a cost of 169 crore rupees.

Rupala mentioned the Sagar Parikrama program which aims to identify ground-level gaps and make necessary policy changes.

Significance of Cochin Fisheries Harbour 

The modernization of the Cochin Fishing Harbour will boost fish and fish product exports, estimated to reach 1500 crore rupees per annum.

Coastal economic development is a key aspect of the Sagar Mala Project.  Government initiatives will empower fishermen to contribute further to the country’s economy. The upgraded harbour will enable increased trade and export opportunities for fish and fish products, benefiting the local economy and the livelihoods of fishermen.

Nationalist Congress Party (NCP) president Sharad Pawar announced the name of the working president. Current Vice president Praful Patel and Sharad Pawar’s daughter Supriya Sule becomes the working presidents of NCP.

His announcement has been made at the 25th anniversary of Nationalist Congress Party. The responsibility of Odisha, West Bengal, farmers, and minority department has been given to party’s national general secretary Sunil Tatkare.

Praful Patel has been given in-charge of Madhya Pradesh, Gujarat, Rajasthan, Jharkhand, Goa, and Rajya Sabha. Supriya Sule will be in charge of NCP affairs in Maharashtra, Haryana, Punjab, and issues related to women, youth, students and the Lok Sabha.

Nationalist Congress Party:

It was founded on 10 June 1999 by Sharad Pawar, P. A. Sangma, and Tariq Anwar. It is the largest opposition party in Maharashtra and third largest party in Nagaland. On June 11, 2023, the first National Training Convention will be inaugurated by PM Shri Narendra Modi at International Exhibition and Convention Centre, Pragati Maidan, New Delhi.

The Prime Minister has been an proponent of reforming the governance process and policy implementation in the country, through capacity building of the civil service.

Under the guidance of this vision, the National Programme for Civil Services Capacity Building (NPCSCB) – ‘Mission Karmayogi’ has been launched.

Its objective is to create an administrative service to suit the needs of the future, with the right attitude, skills and knowledge. This conference is another step in this direction. Capacity Building Commission is hosting the National Training Conclave.

Its objective is to foster collaboration among civil services training institutes and strengthen the training infrastructure for civil servants across the country. More than 1500 delegates from training institutes including Central Training Institutes, State Administrative Training Institutes, Regional and Divisional Training Institutes and Research Institutes will participate in the conference.

Administrative officers from Central Government Departments, State Governments, Local Governments as well as experts from the private sector will participate in the conclave. The conclave will promote exchange of ideas, identify challenges being faced and opportunities available and come up with actionable solutions and formulate comprehensive strategies for capacity building.

The conference will have eight panel discussions, each focusing on key topics related to administrative services training institutions such as faculty development, training impact assessment and content digitization.
