Kaziranga National Park Emerges as India’s 2nd Butterfly Diversity Hub
446 butterfly species have been recorded in Kaziranga National Park, making it India’s second-highest in diversity, following Namdapha National Park in Arunachal Pradesh.
The “Butterfly Conservation Meet-2024” took place from September 27-29, featuring 40 enthusiasts and experts from across India.
The meet observed 85 butterfly species in the Kaziranga-Karbi Anglong landscape.

Mission Basundhara 3.0 Assam’s Push for Indigenous Land Rights
Assam Chief Minister Himanta Biswa Sarma officially launched Mission Basundhara 3.0 at an event held at Srimanta Sankardev Kalakshetra in Guwahati. This ambitious initiative is designed to empower indigenous communities by providing them with formal land rights, ensuring greater security and recognition of their holdings.

Chief Minister’s Remarks
CM Himanta Biswa Sarma emphasized the government’s commitment to granting land rights to indigenous communities, an effort undertaken after 75 years of independence.
He noted that Mission Basundhara was launched on October 2, 2021, with the vision of providing land rights.
Under Mission Basundhara 1.0, the state government disposed of eight lakh applications in nine months.
The second edition, Mission Basundhara 2.0, launched in November 2022, granted land rights to over two lakh indigenous people within one year.

To expedite land ownership allotment to priority groups and enhance transparency in land-related services.

Sankardev’s Borgeet translated in Sinhala, performed in Sri Lanka
Borgeet, a timeless creation of 15th-century Vaishnavite saint from Assam Srimanta Sankardev, has been translated into Sinhala, the official language of Sri Lanka and performed at the Swami Vivekananda Cultural Centre in Colombo, marking perhaps the first ever translation of the saint’s creation into a foreign language apart from English.
The cultural arm of the Indian High Commission in Colombo recently celebrated the 576th birth anniversary of Srimanta Sankardev. As part of the celebration, one of his timeless creations, a Borgeet titled “Narayan Kahe Bhakati Karoon Tera,” was translated into Sinhala by Prof Upul Ranjith Hewawitanagamage from the University of Kelaniya in Colombo and performed in the language.
Presence of ‘Asiatic golden cat’ reconfirmed in Manas National Park
A team made up of officials from the Assam Forest Department, conservationists from region’s leading biodiversity conservation organisation Aaranyak, as well as several other conservationists from different parts of India, has reconfirmed the existence of the Asiatic golden cat (Catopuma temminckii) in the Manas National Park.
Despite the species expected to occur in the region based on a direct sighting made in 2007, an intensive annual systematic camera trapping effort of 39,700 trap-days over eight years between 2011 and 2018 yielded no records.
In Northeast India, the species is recorded from Khangchendzonga Biosphere Reserve of Sikkim, Buxa Tiger Reserve of north-Bengal, Nongkhyllem Wildlife Sanctuary, east Garo, South Garo, and Jaintia hills of Meghalaya; Dampha Tiger Reserve of Mizoram, Namdapha Tiger Reserve, Kamlang Tiger Reserve, Debang valley, Pakke Tiger Reserve, Eaglenest Wildlife Sanctuary, Singchung-BugunVCR and Talle-Valley Wildlife Sanctuary of Arunachal Pradesh, Intanki National Park of Nagaland, and others. The species is also recorded in many protected areas in Bhutan, stated a press release.
Dr. Pitambar Dev Goswami to Receive 2024 Dr. Bhupen Hazarika Xanhati Award on November 5 in Golaghat
The prestigious “Dr. Bhupen Hazarika Xanhati Award” will be given away to Dr. Pitambar Dev Goswami, Xatradhikar of Sri Sri Auniati Xatra, who has continued his lifelong efforts for the culture, spirituality and integration of Assam for the year 2024 on the occasion of Bhupen Hazarika’s death anniversary on November 5 at Golaghat. In a press statement, president and secretary of Golaghat AASU Mintu Gogoi and Siranjeeb Bora and Dr. Bhupen Hazarika Smriti Raksha Samiti’s president Dr. Putul Saikia, working president Rajumoni Bezbaruah and secretary Diganta Kr. Abhijnana Shakuntalam’ staged for the first time in Sanskrit language in Nagaon
The greatest Sanskrit play ‘Abhijnana Shakuntalam’ by Mahakavi Kalidas, edited and adapted by Professor Guna Saikia and directed by Rajen Phukan, was staged for the first time in Assam at the Nagaon District Library Auditorium on Saturday.

Rangapara North Revamped Under Amrit Bharat Stations Scheme
In a bid to enhance and modernize railway stations, Rangapara North railway station situated at the North Bank of Brahmaputra is being revamped with world-class amenities/ facilities under the Amrit Bharat Stations Scheme (ABSS). Rangapara North station under the Rangiya Division of Northeast Frontier Railway is one of the 50 stations in Assam which has been selected for redevelopment under the Amrit Bharat Stations Scheme. This station will receive a significant facelift at an estimated cost of Rs. 55.17 crores. Altogether, a total of 92 stations under the jurisdiction of Northeast Frontier Railway have been selected for redevelopment under ABSS. The revamping of this station will provide modern state-of-the-art amenities to the railway commuters.
446 Species Of Butterfly Discovered In Kaziranga National Park
In a major breakthrough, more than 446 species of butterfly have been discovered in Assam’s Kaziranga National Park.
This latest finding of diverse species of butterfly happens to be the second highest in the country, the first being Namdapha National Park in Arunachal Pradesh.
This record is particularly significant given Kaziranga’s location outside the Himalayan and Patkai mountain ranges, making its high species diversity a remarkable achievement.
This discovery is a result of years of extensive research by Dr. Monsoon Jyoti Gogoi, a young scientist hailing from Kaziranga.
The first ever “Butterfly Conservation Meet-2024” was held from September 27th to 29th and it attracted nearly 40 butterfly enthusiasts from all across the country.
Representatives from North Eastern Hill University (NEHU), Cotton University, various Assam colleges, the Maharashtra Forest Department, Corbett Foundation, and key members of the North East Butterflies group attended the event.
The event focused on detailed butterfly records and further dissemination on the butterfly status. The program also aims to raise awareness regarding the importance of butterfly conservation in Kaziranga.
By highlighting the rich diversity of species in the region, the event encourages further research, monitoring, and habitat protection initiatives.
This is to ensure that butterflies become an integral part of Kaziranga’s conservation priorities, alongside its iconic “Big Five” – the Bengal tiger, Indian rhinoceros, Asian elephant, wild water buffalo, and swamp deer.
Jharkhand Govt Approves Committee to Study Tribal Issues in Assam & Other States
Just about two weeks after Jharkhand Chief Minister Hemant Soren sent a letter to Assam Chief Minister Himanta Biswa Sarma, with concern expressed towards the marginalization of tea tribes despite their significant contribution to the economy of the country, the Jharkhand government cleared a proposal aimed at the formation of a committee to study the condition of tribals in Assam and other states.
It was in a cabinet meeting chaired by Chief Minister Hemant Soren that a decision was taken to constitute a committee to examine the situation of tribals from Jharkhand who were displaced and rehabilitated in places like Assam and the Andaman and Nicobar Islands during the British rule.
Soren said that there are 15 to 20 lakh tribals who are still fighting for their rights in these regions. It was pointed out that while tribals are working in Assam’s tea gardens, they have yet not been offered ST status and are excluded from the welfare schemes in place for them.
Then Chief Minister Hemant Soren told the media people that the state government is inviting all originals to return to Jharkhand. He added that a committee consisting of representatives from all parties will be constituted under the Minister for Scheduled Tribe, Scheduled Caste, Minority, and Backward Class Welfare.
The committee will observe various issues related to housing, employment, and rights in the affected regions. As a result of this observation, the state will take welfare measures.
A statement issued by the Jharkhand government said that tea tribes of Jharkhand origin from Assam are Other Backward Class (OBC) and, therefore, excluded from the welfare programs designed for tribals.
In a letter to Assam Chief Minister Himanta Biswa Sarma, dated September 25, Hemant Soren expressed deep concern about the present state of the tea tribes. He demanded that they be given the status of Scheduled Tribes (STs).

BTR Government Launches “Dr. Bashiram Bado Doctoral Fellowship Programme” to Support Bodo Students’ Higher Education
In a significant move to empower scholars of the BTR, the government of BTR has started another noble initiative for sustainable development of the education sector.
In honour of Dr. Bashiram Bado, the first Ph.D. holder from the Bodo community in 1979, the government of BTR has introduced “Dr. Bashiram Bado Doctoral Fellowship Programme” on the occasion of celebration of Gandhi Jayanti in Kokrajhar on October 2. The chief of BTC Pramod Boro launched the doctoral fellowship programme in the presence of minister UG Brahma, EMs and BTC Principal Secretary Akash Deep. This initiative aims to support meritorious students from BTR pursuing doctoral studies in the esteemed Indian universities and higher educational institutions.
Under the ‘Dr. Bashiram Bado Doctoral Fellowship Programme’ 50 students would be selected from 2024-25 fiscal year and each selected student will receive Rs. 90,000 every six months totalling Rs. 1,80,000 annually for up to two years with a possible extension.

Assam Smart Street Project: Over 11,000 Energy-Efficient LED Lights Set To Illuminate Guwahati
Assam Chief Minister Himanta Biswa Sarma is set to unveil the first phase of the Smart Street Lighting Project with Centralized Control and Monitoring Systems (CCMS) in Guwahati today.
The inauguration ceremony will be held at Nandi Mikir Primary School, Chachal, Guwahati in the presence of Ashok Singhal, Minister of Housing and Urban Affairs, and Mrigen Sarania, Mayor of Guwahati Municipal Corporation.
The project, under which over 11,000 energy-efficient LED street lights will be installed, aims to provide a safer, smarter and more sustainable street lighting system.
The total cost of the project stands at Rs 83.96 crore and is expected to illuminate the city while reducing energy consumption and provide an aesthetic look to the streets of Guwahati.
Real-time monitoring and control of the street lights will be made possible by using the CCMS, thereby ensuring efficient operation and maintenance.
It also boasts impressive features such as Group control option for on/off/dim functionality via cloud-based management system. It will also keep the operational costs under check through automatic dimming after midnight.
Assamese Film ‘Hargila’ Honored with Special Mention at 70th National Film Awards
The non-feature film Assamese Hargila-The Greater Adjutant Stork, received Special Mentions at the 70th National Film Awards and was conferred with the certification on Tuesday.
The accreditation comes to film producer Mina Mahanta and director Partha Sarathi Mahanta.
Meanwhile, Parthasarathi Mahanta dedicated his award to the Hargila Army led by Purnima Devi Barman. The ‘golden girl of Assam’ has saved one of the world’s top twenty most endangered species from extinction, credited to her activism and the women of the Dadara Pasaria area. This is one of the most successful conservation operations globally.
The under-threat Hargila, or Greater Adjutant Stork, shares the spotlight here with the dedicated conservation work put in by wildlife biologist Purnima Devi Barman. Of course, it is generally said that Barman and her “Hargila Army,” a group mainly comprising local women, have been fundamental to saving this rare bird.
The movie underlines a species that has reached the brink of extinction and portrays human efforts to save it. The film was produced under PI Entertainment.
Assam has stepped up its efforts in conservation at Kamrup district, where the largest populations of Hargila reside.
Greater Adjutant Stork is one of the top ten most endangered bird species in the world, according to IUCN. As far as the grassroots conservation work in Assam is concerned, it has turned out to be a big decision.
In the past, Greater Adjutant Storks bred in the dry season: they fed on prey caught by the receding water and fed on carrion from large animals that are now extinct.
Today, these birds survive along with humanity: they forage in garbage dumps and nest in rural villages. Most of what remains of the species is located around Guwahati, feeding off a single garbage dump and nesting in nearby villages.
Since these nesting colonies are outside state-protected areas in Assam, only community conservation efforts will save the species from extinction. Due to the efforts of Purnima Devi Barman and the movement she initiated, the birds are now safeguarded, celebrated, and their numbers are increasing locally.
Assam Government Set To Distribute Over 10 Lakh Soil Health Cards To Farmers
Assam Chief Minister Himanta Biswa Sarma launched a crucial initiative aimed at supporting the state’s agricultural community by distributing Soil Health Cards (SHC) to more than four lakh farmers across the state.
During the launch event held in Guwahati, the Assam CM informed that the state government plans to issue a total of 10 lakh SHCs, with an initial batch of four lakh cards ready for distribution.
Referring to them as “Krishak bandhus,” CM Sarma emphasized the vital role that farmers play in achieving the ambitious goal of making Assam self-reliant, known formally as ”Atmanirbhar Assam”.
He further informed that the number of soil testing laboratories has been increased from 5 to 26 in the state so as to improve soil quality assessment.
Accompanied by Agriculture minister Atul Bora, the Chief Minister also inaugurated several agricultural knowledge centres and provided farmers with essential agricultural machinery.
In addition to it, the Assam CM announced plans to set up 816 village agriculture equipment banks, marking a notable increase from the previous 80 banks in the state.
Moreover, the government is also set to launch 96 new agricultural knowledge centres and 93 agriculture development offices to bolster the agricultural development and support farmers in Assam.
MoU Signed For Carbon Credit Framework in Assam

The Science, Technology and Climate Change Department, Government of Assam, signed a Memorandum of Understanding with NABCONS (NABARD Consultancy Services) for the implementation of a Carbon Credit Framework in Assam during the 5th Senior Most Secretaries meeting held at Dispur.
This initiative marks a significant step in reducing carbon emissions from both micro and macro perspectives. It is a landmark development project that will not only benefit the state but also empower small and marginal farmers across Assam. My gratitude to all involved as this initiative is set to positively impact the farming community, giving it a major boost. PM Modi Launches Groundbreaking Ceremony for CBG Plant in Tinsukia via Virtual Mode
The Prime Minister Narendra Modi inaugurated the Ground-breaking ceremony of an Oil India Limited sponsored Compressed Biogas (CBG) plant at Legacy waste dumping site Deohal in the outskirts of Tinsukia in virtual mode from Vigyan Bhawan New Delhi on Wednesday in presence of Sarbananda Sonowal Union Minister for Shipping etc, senior OIL officials, Sanjoy Kishan Minister Labour, Rameswar Teli RS MP, chairman of Tinsukia and Makum municipal boards, Swapneel Paul ,Tinsukia DC and a large number of dignitaries.
In his welcome address, Rupjyoti Phukan, RCE of OIL, mentioned that PM will inaugurate 33 CBG plants nationwide of which four are located in Assam namely Guwahati, Jorhat, Sibsagar and Tinsukia. These CBG plants would not only be a big step towards achieving sustainable goals but also would generate employment.

Assam Chief Minister Himanta Biswa Sarma on Sunday launched the escalation matrix, e-Chitha, land valuation certificate, and community response portal of ASDMA at a function held at Srimanta Sankardeva Kalakshetra in Guwahati.It may be noted that with the help of the escalation matrix, a timeframe will be set for handling and disposing of the matters contained in the ARTPS Act. With the help of E-chitha through ‘the’sewa setu portal’, buyers will get the facility to get into the history of any piece of land, like the names of its owners in Assam, for the purpose of buying. A land valuation certificate will enable the buyers and sellers to get valuation information about a piece of land.
