World Philosophy Day 2022: Every year on the third Thursday of November, World Philosophy Day is observed. This year it will fall on November 17. The United Nations Educational, Scientific, and Cultural Organization (UNESCO) proclaimed it an International day in 2005. However, that was not always the case. The inaugural World Philosophy Day was observed on November 21, 2002. UNESCO aimed to raise public awareness about philosophy and how vital it is, not only to connect the world today but to the past and present, as well as for a better understanding of the future.

In 2002, the first World Philosophy Day was observed. After it, UNESCO deemed it necessary to institutionalize the celebration of philosophical reflection around the world in 2005. Two years later, in 2007, UNESCO published a 726-page multilingual program and meeting document on the Records of the General Conference, 33rd session, Paris, 2005. It commemorated World Philosophy Day and emphasised the importance of philosophy as a discipline and among young people. The UNESCO General Conference in 2005 aimed to popularize philosophy, especially in the teaching world by celebrating World Philosophy Day.

What is Chronic obstructive pulmonary disease (COPD)?
- COPD is a group of progressive lung diseases that are common, preventable, and treatable. Patients over the age of 35 to 40, with or without a smoking history, and primarily men, though prevalence in women is progressively rising, are more likely to experience this.
- Most people with COPD have emphysema, a condition in which the alveoli (air sacs in the lungs) are destroyed by smoking. The air sacs weaken and eventually break, which reduces the surface area of the lungs and the amount of oxygen that can reach the bloodstream. Another condition that comes under the umbrella of COPD is Chronic bronchitis, in which the lining of the bronchial tube experiences inflammation.
- COPD makes it harder to breathe. The symptoms may be mild at first, beginning with occasional coughing and shortness of breath. As it develops, symptoms become more constant, and it can become increasingly difficult to breathe. The person also experiences chest tightness, a lack of energy, swelling in the feet or ankles, and weight loss.

The world’s population, estimated to reach 8 billion by Nov. 15 this year, could grow to 8.5 billion in 2030, and 10.4 billion in 2100, as the pace of mortality slows, said the report released on World Population Day.
The world’s population was growing at its slowest pace since 1950, having fallen below 1% in 2020, UN estimates showed.
In 2021, the average fertility of the world’s population stood at 2.3 births per woman over a lifetime, having fallen from about 5 births in 1950. By 2050, it is predicted that global fertility would have further decreased to 2.1 births per woman.

Referring to an earlier World Health Organisation report– estimating about 14.9 million deaths relating to the COVID-19 pandemic between January 2020 and December 2021, the UN report said global life expectancy at birth fell to 71 years in 2021 from 72.8 years in 2019, mostly due to the pandemic.

The United Nations said more than half of the projected increase in the global population up to 2050 will be concentrated in eight countries – Congo, Egypt, Ethiopia, India, Nigeria, Pakistan, the Philippines and the United Republic of Tanzania. Countries of sub-Saharan Africa are expected to contribute more than half of the increase anticipated through 2050.

The UN claims that a “spectacular population rise” that peaked at 2.1% year between 1962 and 1965 was first caused by a declining death rate. Between 1950 and 1987, world population doubled from 2.5 billion to 5 billion. But as fewer children were born generation to generation, growth started to slow.
The UNFPA projects world population to peak at 10.4 billion in the 2080s and stay there until the end of the century.
According to the UN, 60% of the global population lives in a region where the fertility rate is below replacement level — up from 40% in 1990 — and international migration is now the driver of growth in many countries, with 281 million people living outside their country of birth in 2020.

US Imposes $1.4 mn Fine on Air India Over Delay in Refunds: The US Department of Transportation (DOT) has fined Air India $1.4 million (around Rs 11.3 crore) for delaying refunds worth $121.5 million (around Rs 985 crore) to passengers whose flights were cancelled during the Covid-19 pandemic.

About The Issue:
Air India is among the six airlines that were probed by the US government. Totally, over $600 million in refunds were paid and $7.25 million penalties imposed against six airlines for “extreme delays in providing refunds,” the US DOT said. Other airlines facing the DOT action include Frontier Airlines, TAP Portugal, Aeromexico, El Al Airlines and Avianca.
Under US law, airlines and ticket agents have a legal obligation to refund consumers if the airline cancels or significantly changes a flight to, from and within the US, and the passenger does not wish to accept the alternative offered.
What was stated:
In a statement Air India said it had accepted the penalty. “Air India confirms that it has received a fine pertaining to delayed refunds which mostly pertain to the pandemic period during which Air India was a public-owned entity,” it said.
“Since Air India was privatised in January, every effort has been made to clear all backlogged refunds, with more than 25,000 cases totaling $18.30 million (Rs 148 crore) successfully processed. New systems have also been implemented to expedite the processing of new refunds which are now turned around, on average, within one week,” Air India said.
The Pandemic Effect:
Its capacity to process reimbursements was severely hampered by the extreme hardships experienced during the early stages of the Covid-19 outbreak, including multiple closures of its India offices, border closures, and travel bans. Air India stated that unlike many other carriers, it maintained a policy of providing refunds upon request regardless of whether a passenger chose not to travel or the carrier cancelled the flight, and made a good faith effort to comply with its obligations to provide timely refunds during the Covid-19 pandemic.
