Since 2013, the second of November has been celebrated as the International Day to End Impunity for Crimes Against Journalists (IDEI). The day came into existence when the United Nations General Assembly (UNGA) passed a resolution in December 2013. The day raises awareness of the impunity, or lack of punishment, for crimes against journalists. It took a couple of years of work and extensive lobbying from IFEX (formerly International Freedom of Expression Exchange) and others to get the Resolution for marking the day passed.

International Day to End Impunity for Crimes against Journalists: History
The date for IDEI was chosen to commemorate the November 2, 2013, assassination of two journalists in Mali. Al Qaida claimed responsibility for the death and kidnapping of French media workers Claude Verlon and Ghislaine Dupont. The culprits remain unapprehended to this day. Official figures show a grim picture for other journalists as well. More than 1,200 journalists were killed between 2006 and 2020 for doing their jobs, according to UNESCO’s Killed Journalists Observatory. In 90% of these cases, the killer went unpunished. Observation of the day is especially important in India, where 2021 was one of the deadliest years for Indian journalists in the past decade. According to the Committee to Protect Journalists, six journalists were killed in the country between 2021 and 2022.

According to TechCrunch, Google bought the startup for about $100 million in an attempt to improve its content game and compete with TikTok.

What Has Been Said:
Google reportedly purchased Alter, an AI Avatar Startup, two months ago, according to numerous media reports. However, they have not released any official statement regarding the same yet. Reportedly, some of the top executives of Alter have updated their LinkedIn profiles mentioning their collaboration with Google. However, they have not specifically hinted towards the acquisition. Gujarat Government Set Up Committee To Implement Uniform Civil Code(UCC): Going to the Gujarat Assembly polls and waiting for the election schedule to be released, state home minister Harsh Sanghvi announced that the cabinet has decided to set up a committee to implement the Uniform Civil Code (UCC) in the state.

Gujarat is the second BJP-ruled state after Uttarakhand to constitute a committee of experts on the UCC. The Chief Ministers of BJP-ruled Himachal Pradesh and Assam have also supported the UCC’s proposal.
What Has Been Said:
Addressing a press conference in Gandhinagar, Union Minister Parshottam Rupala said, “From the days of our youth, we have been making demand for Ram Janmabhoomi, for (abrogation of) Article 370, for UCC. I want to congratulate and express my gratitude to Chief Minister Bhupendra Pate, he has taken the next step towards fulfilling an old demand of the BJP.” “Like Ram Mandir and Kashmir, this issue (of UCC) has been passed by the Gujarat government (in the cabinet). A committee will be formed soon and based on the committee’s report, the way for implementing this law will open up in the state of Gujarat.”
About The Committee:
The committee will be constituted under the leadership of a retired judge of the High Court. The Cabinet has empowered the Chief Minister to form the committee and it is likely to consist of three or four members. The scope of its work will also be decided.
Earlier Approach:
Since, family and succession laws come under the concurrent jurisdiction of the Centre and states, a state government can bring in a state law. But a uniform law across the country can only be enacted by Parliament. Earlier this month, the Center had told the Supreme Court that the matter would now be referred to the 22nd Law Commission.
Responding to petitions seeking uniformity in laws governing matters of divorce, succession, inheritance, adoption and guardianship, the Centre, in an affidavit, underlined that the Constitution obligates the state to have a Uniform Civil Code for citizens. It said citizens belonging to different religions and denominations following different property and matrimonial laws “is an affront to the nation’s unity”.
The government also told the Supreme Court that it cannot issue any direction to the legislature to enact any particular law. “This is a matter of policy for the elected representatives of the people to decide. It is for the legislature to enact or not to enact a legislation,” its affidavit stated.
The Prevailing Condition:
Article 44 of the Constitution – in Part IV which deals with Directive Principles of State Policy – states: “The State shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.”
Goa is the only state in India that has a uniform civil code regardless of religion, gender and cast. A former Portuguese colony, it inherited the Portuguese Civil Code, 1867 that is still applicable in the state even after it joined the Indian Union in 1961.
Different personal laws are applied to other religious communities in other parts of the country. For instance, the Hindu Marriage Act, 1955 is applicable to Hindus, Buddhists, Jains and Sikhs, the Parsi Marriage and Divorce Act, 1936 is applicable to matters related to Parsis, the Indian Christian Marriage Act, 1872 for Christians and the Muslim Personal Law (Shariat) Application Act, 1937 is applicable to Muslims in personal matters.

UP’s Ranipur Tiger Reserve Becomes 53rd Tiger Reserve of India- Key Points
- Besides Ranipur, Uttar Pradesh has three tiger reserves namely Dudhwa, Pilibhit, and Amangarh.
- Uttar Pradesh government approved the development of the first tiger reserve in the Bundelkhand region of the state on 28th September 2022.

Assam’s eminent artist Neel Pawan Baruah passes away: Neel Pawan Baruah, one of Assam’s most famous artists, passed away after a prolonged illness. He was 84. Baruah was born in Jorhat to Assam’s eminent poet Binanda Chandra Baruah, popularly called ‘Dhwani Kobi’, and Labanya Prava Baruah. An alumnus of Santiniketan’s Kala Bhawan, Baruah was a versatile artist with his oeuvre ranging from painting, pottery, mask-making and writing poetry.

Observing that the test was based on a patriarchal mindset that assumed that sexually active women could not be raped, the bench of Justices DY Chandrachud and Hima Kohli regretted that such a method of examination was being used even.

“This court has time and again deprecated the use of two finger-test in cases alleging rape and sexual assault. The so called test has no scientific basis. It instead re-victimises and re-traumatises women. The two finger test must not be conducted. The test is based on an incorrect assumption that a sexually active woman cannot be raped. Nothing can be further from the truth.”
The bench directed the Union Health Ministry to ensure that victims of sexual assault and rape are not subjected to two-finger tests. “The probative value of a woman’s testimony does not depend on her sexual history. It is patriarchal and sexist to suggest that a woman cannot be believed when she states that she was raped merely because she is sexually active,” the bench added.
The apex court made the remarks while deciding an appeal filed against the Telangana High Court judgment quashing the conviction recorded by the trial court in a rape case.
What Is the Two-Finger Test:
A “per vaginal” or two-finger test is an explicitly intrusive physical examination wherein a doctor inserts two fingers inside the vagina of a rape survivor to check if the hymen is intact or not. It examines the laxity of vaginal muscles in order to determine if the woman has engaged in or has been subjected to sexual intercourse – a proof of virginity. In some cases, it is done by inspecting the size of a vaginal opening and for tears in the hymen.
Erstwhile Judgement Of SC:
In May 2013, the Supreme Court imposed a ban on two-finger testing of rape victims, saying it violated their right to privacy. The court had asked the government to provide better medical procedures in order to confirm sexual assault.
In 2018, UN Human Rights, UN Women, and the World Health Organization called for a ban on two-finger testing to eliminate violence against women. They declared it a “medically unnecessary, often times painful, humiliating and traumatic practice that must end.”
Yet, the two-finger test continues to be practised in some cases. In 2018, an Indian Air Force officer at the Air Force Administrative College, Coimbatore, accused her batchmate of rape and also alleged that she was subjected to a prohibited ‘two-finger test’ to confirm sexual assault.

About the Central Vigilance Commission:
- According to the Central Vigilance Commission Act of 2003, the Central Vigilance Commission is responsible for policing public administration for integrity and fighting corruption.
- It is charged with monitoring all vigilance activities under the Central Government and advising various authorities in Central Government and organizations under it, in planning, executing and reviewing their vigilance work in order to bring out systemic improvement in governance.
- In addition, the Commission works to educate the general public, particularly the youth, on the importance of establishing transparency, accountability, and corruption-free governance through its outreach initiatives.
